Sexual Assault Response Coordinators (SARCs) and Victim Advocates (VAs) are available at major Department of Defense (DoD) installations to support victims of sexual assault. At Niagara Falls Air Reserve Station, the SARC serves as the central point of contact for coordinating and integrating victim care, available 24/7, 365 days a year. The SARC Office also oversees Sexual Assault Prevention training for the installation.
Definitions
Sexual Assault
Sexual assault is criminal conduct that violates Air Force Core Values, and the standards expected of service members. It is defined as intentional sexual contact involving force, threats, intimidation, abuse of authority, or situations where the victim cannot or does not consent. Specific offenses under the Uniform Code of Military Justice (UCMJ) include:
- Rape
- Sexual assault
- Aggravated sexual contact
- Abusive sexual contact
- Forcible sodomy (forced oral or anal sex)
- Attempts to commit these offenses
Consent
Consent is a freely given agreement to sexual conduct, expressed through words or overt actions by a competent individual. Lack of consent may be indicated by:
- Verbal or physical resistance
- Submission resulting from force, threats, or fear
- Inability to consent due to sleep, intoxication, drugs, or mental incapacity
A prior relationship, dating history, or attire does not constitute consent.
Sexual Assault Reporting Options
The Air Force provides multiple reporting options to ensure survivors can access the care they need while retaining control over their information.
Restricted Reporting
Allows survivors to confidentially disclose the assault to specific personnel (SARC, SAPR VA, Chaplains, or healthcare providers). This option enables survivors to access medical care, counseling, and support without triggering an investigation. It is available for:
- Active duty service members
- Air Force civilians
- Reservists and dependents over age 18
Unrestricted Reporting
Initiates a formal investigation and notifies the survivor's chain of command. Survivors still receive access to medical care and counseling. This option is available for:
- Service members and their dependents over age 18
- DoD civilians and dependents (overseas and with Military Treatment Facility access)
- Contractors (in contingency locations outside the continental U.S.)
Independent Reporting
Occurs when someone other than the victim reports the assault. Command may initiate an investigation based on this third-party information.
